Reproduction steps

1. After a GitHub multibranch Pipeline has been defined and run, clicks on "Scan repository now" from the dropdown menu for the folder that is the parent of the jobs do not result in the usual green pop-up "Started". The clicked menu on 2.566 looks like this:
   
2. When the button is clicked, the green "Job started" box does not appear at the bottom left of the page
3. With Jenkins 2.555.2 and the same plugin versions, clicks are honored on "Scan repository now" from the dropdown menu for the folder that is the parent of the jobs. The clicked menu on 2.555.2 looks like this:
   

Expected Results

Clicks on "Scan repository now" from the dropdown menu of the 2.566 folder should display the pop-up for the repository scan just as it does on 2.555.2.

Actual Results

Clicks on "Scan repository now" from the dropdown menu of the 2.566 folder start the repository scan but do not display the pop-up that shows the user it has started.

Yes, although duplicating the issue probably requires more advanced skills that most new contributors have.

The crucial step is to isolate which commit introduced the regression and then decide the best path to resolve the issue.

I started the steps to duplicate the issue with gh-26849.zip. The README file is an executable script that rapidly creates the environment that will duplicate the issue, but it assumes many things that are specific to my environment.

We don't assign issues to new contributors, but since you've expressed interest, you're welcome to share your results as comments in the issue.

I've started looking into this issue and set up a local environment to investigate it.

So far I've cloned Jenkins core, reviewed the notification-related code paths (task.js and task.jelly), and started a git bisect between jenkins-2.555.2 and jenkins-2.566.

I'm currently setting up a clean Jenkins instance with the required plugins so I can reliably reproduce the issue and continue the bisect process.

No root cause identified yet, but I now have a working local setup for further investigation.

hi @MarkEWaite I was able to reproduce this issue on current Jenkins master (2.568-SNAPSHOT).

Steps:

1. Created a Freestyle project.
2. Generated a UTF-8 encoded Java file containing Chinese text:
   // 用户中心模块
3. Opened the file through the Workspace browser.

Observed:
The content is rendered as garbled text:
// 用户中心模�

Response headers for the workspace file:

Content-Type: text/plain

No charset parameter is present.

This appears to confirm that the browser is forced to guess the encoding, which results in locale-dependent decoding (GBK, windows-1252, etc.).

The special *plain* path in DirectoryBrowserSupport explicitly sets text/plain;charset=UTF-8, but normal workspace file viewing ultimately serves the file with Content-Type: text/plain and no charset.

hi @MarkEWaite I tested this on Jenkins 2.566 using the reproduction environment provided in the repository.

After signing in and opening the GitHub Multibranch Pipeline job, clicking "Scan Repository Now" successfully starts a repository scan and displays the expected green notification.

I also checked the browser network activity in Chrome DevTools. The scan request completed successfully (302 redirect followed by 200 responses), and the repository scan started as expected.

Based on my current setup, I have not been able to reproduce the missing notification behavior described in this issue.

I've attached a screenshot showing the successful notification and network activity for reference.
